The real problem

You’re running an operation. You’re forced to work in fragments.

Preparedness isn’t a project with an end date — it’s a continuous operation against a complex adaptive system, where threats shift, capabilities change, and people move on. But traditional processes and most software treat it as a pile of one-off projects — an exercise here, a plan there — so the work often resets to zero, and you’re left outmatched by how fast the threats multiply.

1The plan goes stale the day it’s filedA static PDF can’t keep up with a moving threat environment.
2Your analysis, assessment, and exercising start from scratchLast year’s findings live in a binder no one reopens.
3Learnings rarely stickEvery exercise and event surfaces hard-won lessons — but they’re seldom captured systematically, and walk out the door when people do.

What comes out · A compliance receipt
Exercise completed ✓
A thin, generic document that certifies preparedness happened — and stops learning the moment it’s saved.

Adding AI to that process — without accounting for your true complexity — just makes the receipts faster. Faster documents don’t create preparedness.

The shift

Documents don’t help you make decisions. A system that informs them does.

Preppr captures your real complexity and puts it to work — so instead of resetting to zero, your preparedness work compounds. Every plan you load or write, every exercise you run, every decision your team makes feeds one living system — and flows back to inform the next call you make.

Let’s be clear Yes, Preppr is AI-powered. That’s the floor — not the feature. Every tool claims AI now. We did something harder: we wired a language model to a deterministic rules engine — so the words are fluent and the facts are checked, every rule cited, every number traceable. And it sits inside a system that compounds: every plan, exercise, and finding works together to inform your next decision.
Language modelThe words are fluentDrafts scenarios, injects, and reports in your voice.
Rules engineThe facts are checked1,500+ rules from doctrine and regulation, every one cited.

Grounded, not guessing

An engine built on doctrine — not a chatbot improvising

Preppr doesn’t hand you a confident guess. Its Compliance & Operational Physics Engine grounds every output in rules extracted from federal doctrine and national risk data — and cites its sources, so what you take upstairs holds up.

Why it’s different

A preparedness workspace — not a chatbot

Anyone can bolt AI onto a document. That gives you faster paperwork. Preppr is built to make you more ready, not just more productive.

Meet the founder

Justin Snair

Founder & CEO

During my 20 years in disaster management, I've seen the same thing over and over. Preparedness trapped in a paradox. It's where there's most potential for positive impact, yet burdened by high costs, outdated methods, and an inability to prove it works. But I've seen what's possible when the right tools meet real expertise. That's why I founded Preppr—the new operating system for preparedness. We're making powerful tools accessible to every community, removing barriers, and helping people build real resilience. We aren't building an incremental improvement. We are fundamentally reimagining how we prepare.

How the two fit together

1 resilience operation, 2 jobs

A plan on file is not a plan that works. One side keeps the program of record. The other proves it performs under pressure, on a cycle rather than once a year.

Program of record

Motorola Solutions

Mission-critical communications and command infrastructure, connected with a complete platform for continuity, crisis and emergency management.

  • ✓Plans, procedures and annexes
  • ✓Radios, dispatch and control rooms
  • ✓Alerting, roles and command structure
  • ✓Risk and continuity management

Practice & proof

Preppr

Designs the exercise from those same plans, delivers it, scores it, and returns what it learns to the program.

  • ✓Exercises built from your own documents
  • ✓Decisions and timing captured live
  • ✓Gaps ranked against real capabilities
  • ✓Corrective actions tracked to closure
↓ Plans, roles, hazards, dataProven capability, gaps closed ↑

The exchange runs both ways. Your program context shapes the exercise. What the exercise finds updates the context.

The gap we close together

Documents do not mean you are prepared

Most organizations accountable for preparedness have a shelf of plans and no way to show those plans work. Adding AI to the documents produces the same documents faster. Practice is what produces evidence.

Assess→Engage→Design→Exercise→Improve↺

5 steps, in a continuous loop. Preparedness is never finished - should run as an operation rather than an annual event.

Three ways to run it

Different questions, different exercises

Each kind answers something the others cannot. Together they cover alignment, performance and coverage.

TabletopDiscussion-basedFacilitated, injects, decisions on the record. Proves shared understanding and plan coherence.
SimulationRole-based, timedPeople act in role against a clock while conditions evolve and choices carry consequences. Proves execution under pressure.
AgenticAgent-runPreppr Agent runs many branches with no calendar required. Finds where a plan breaks first, and multiplies the value of every human exercise.

Whatever the lane

Every exercise delivers 4 outcomes

1Decisions capturedWho decided what, when, and on what information.
2Gaps surfacedRanked against your capabilities, not a template.
3Performance measuredTiming, handoffs and information flow, scored.
4Improvements fed backTracked to closure, then re-tested next cycle.

preppr.ai rebuild: topic clusters, entities, and internal links

Seven pillar pages own the category questions practitioners ask search engines and AI assistants. Each pillar links to its supporting guides, sector pages, and platform pages, and every page opens with a direct answer that Google AI Overviews and LLMs can quote.

{{ st.v }}{{ st.l }}

1 · URL structure

2 · Topic clusters

Each pillar targets a head query and links to every guide in its cluster. Guides target long-tail and question queries, link back to the pillar, to sibling guides, and to one platform page.

3 · Entity map

One canonical name per entity, defined once in the glossary, used verbatim everywhere, and declared in structured data. Preppr is tied to its legal entity, tools, and the standards it maps to so AI systems resolve the brand and its category together.

4 · Content gaps on the current site

GapWhat we found on preppr.aiFix in this rebuild
No definitional contentNo page answers “what is a tabletop exercise,” “what is HSEEP,” “what is an AAR,” or “what is a THIRA.” Those answers are owned by FEMA, Ready.gov, and other vendors.Seven pillar pages with a 40–60 word answer directly under each H1.
Blog on a subdomainLong-form content lives on blog.preppr.ai, splitting authority from the main domain.Consolidate under /learn with 301s; pillars become the hub.

5 · Internal linking rules

  1. Every pillar links to all of its guides, its platform pages, and two related pillars.
  2. Every guide links up to its pillar, across to sibling guides, and to one platform page.
  3. Every sector page links to its regulation guide, two or more pillars, and the tools it uses.
